What The Service Involves
A health and safety policy sets out the business's approach to managing safety. It should explain the commitment made by senior management, identify responsibilities and describe the arrangements used to control risk.
We develop the document from the way the organisation actually works. That means understanding reporting lines, authority, work locations and the activities that need management attention. Copying a policy from an unrelated business can leave important gaps or assign duties to roles that do not exist.
The written policy should be understandable to managers and workers. It needs enough detail to direct people towards the right arrangements without burying essential responsibilities in a large generic manual. Related assessments, procedures and registers can carry the operational detail where that makes the system easier to use.
When To Ask For Support
Commission policy support when setting up an employer organisation, expanding into unfamiliar activities or replacing a document that no longer reflects management responsibilities. Acquisitions, new premises and changes in leadership can all make an existing policy inaccurate.
A request from a principal contractor or commercial client is also a useful prompt to check the document. The aim is not to satisfy a questionnaire with unsupported promises. The policy should describe arrangements that exist, or identify actions needed before the organisation claims they are in place.
Relevant UK Duties And Guidance
The Health and Safety at Work etc. Act 1974 sets the framework for a written policy and arrangements, subject to the relevant exception. HSE explains that businesses with five or more employees must write down their health and safety policy.
Businesses below that threshold still need to manage health and safety. HSE presents the policy in three parts: a statement of intent, responsibilities and arrangements. The policy should be brought to employees' attention and kept current as the business changes.
What We Look At
We ask who can authorise spending, appoint contractors, organise training and check that controls remain effective. Responsibilities need to follow actual authority. A supervisor should not be assigned a duty that can only be delivered by a director without a clear route for escalation.
Arrangements should explain how the business assesses risks, consults workers, provides information and checks performance. A policy should not promise that risk has been eliminated or that a consultant has certified every activity. Senior management needs to review and own the final document before issuing it.
How The Work Progresses
First, describe the activities, location and purpose of the enquiry. We agree the boundaries of the work and identify documents, access arrangements and people needed for a useful review.
Next, the agreed evidence is examined and any gaps are discussed with the responsible manager. Findings should separate urgent control issues from planned improvements, with assumptions and limitations stated clearly.
Finally, you receive the agreed output and decide who will carry out each action. Review the arrangements when conditions change and check that the controls are understood by the people doing the work.
What You Receive
A draft policy, responsibilities schedule, relevant arrangements and an implementation checklist for management review.
What Affects The Cost
The number of business activities, management layers, locations and supporting procedures affects the work. An update to a current policy is different from developing arrangements where none are documented.
Questions About This Service
Can We Use A Generic Health And Safety Policy?
A generic health and safety policy can provide a starting structure, but it needs to reflect your actual organisation and risks. Check names of roles, decision-making authority and the arrangements described. A policy that promises procedures you do not operate can confuse staff and give buyers a misleading picture of your management system.
What Should We Prepare For A Site Visit?
For a health and safety site visit, gather relevant assessments, your policy, training records, recent incident information and outstanding actions. Arrange access to the activities being reviewed and someone who can explain how they operate. Identify shift or security restrictions beforehand, and tell us about hazards or protective equipment requirements that affect access.
